After some months and if you really need it, move to QGIS. QGIS->TerraGear is the way to create general scenery (water, roads, landclasses.) This is very hard and you need lots of efforts to change the terrain! As a piece of advice, build your skills by placing 3D objects and modifying the textures in your region. Currently, there is not any easy way to modify the elevation of the scenery. TaxiDraw is very old, don't use TaxiDraw for any version newer than FligthGear 2.10 There are lots of different answers to this question, depending on your objectives.
